It’s a well-known truth that the Young JTO/JAOs are the future of BSNL but the Proclaimed SENA is only for the peers of their leaders. It’s good that the proclaimed SENA themselves are accepting on their “lie machine i.e. their website” that they got 03 pay scale upgradations so far in 1) 1986, 2) 1996, 3) from 01.10.2000 and rightfully so, all these pay upgradations were for their own peers but when time for BSNL Recruits came, they got the scale degraded first to E1A and then to E1. This discrimination shall be ended by AIGETOA by ensuring E2 scales which will benefit hugely to all JTOs/JAOs promoted or recruited post
1.1.2007.
The following charges have been found true about proclaimed SENA:

1. In 2004, the proclaimed SENA had accepted intermediate scale of E1A for JTO/JAO Just to keep their pension protected at the cost of BSNL Recruits who were left pension less despite provisions in Gazette Notification of formation of BSNL.
They in fact demanded lower scales for new recruits.

2. In 2009, the proclaimed SENA didn’t demand E2 during second pay revision when mgmt itself had promised in 2004 to upgrade scales during 2nd pay revision. The proclaimed SENA did not pursue it in 2009 when BSNL was in huge profit.
The proclaimed SENA in fact demanded intermediate scales of E1A instead of standard E2 scale during 2nd pay revision as their prime focus was to get 30% Fitment and immediate Pension revision.

3. In 2014, the proclaimed SENA allowed mgmt. to further degrade scale of JTO from E1A to E1 through JTO RR 2014. The proclaimed SENA didn’t do any single agitation against this degradation of scales from E1A to E1 and in fact joined hand with Management against AIGETOA who has served agitation notice on these issues. It is worth to mention that the proclaimed SENA has not filed any court  ase against the degradation of the scales, they are looking forward to AIGETOA’s fight for E2 scales for JTOs/JAOs.

They say that they supported JTO RR 2014 because they wanted LICE residency period to be reduced. But residency period can easily be amended without notifying new RRs as was being done when residency was reduced from 10 years to 7 years by way of a simple amendment.
The only agenda of proclaimed SENA was to regularise Officiating JTOs and
they did it by compromising on Pay Scales of E1 for JTO/JAO under pressure from management else through JTORR 2001, nobody could have regularised these officiating JTOs.
By making it retrospective effect implementation (Their Plans were foiled by AIGETOA), they tried not only to degrade the scales for all JTOs recruited post 1.1.2007 but also they tried to place these officiating JTOs above LICE 2012 JTOs.
All JTOs/JAOs recruited as well as promoted after this RR amendment got the reduced scale and hence are getting pay loss of 10,000 to 16,000.
There malicious designs in Pay Parity committee was also evident from their unreasonable submissions in the committee which is giving JTOs/JAOs of 2007, 2008 and 2010 batches, a pay loss of Rs 22,000/- per month. It was AIGETOA case against JTO RR 2014 in Ernakulum which has saved all JTOs/JAOs from E1 scales as hon’ble court restrained management from degrading the scales else BSNL would have surely accepted the Presidential order of DoT without any delay.
4. By Agreeing for lower pay of E1 in JTO RR 2014, not only did they lowered the pay of young JTOs/JAOs but also they agreed to the draconian clauses of Bond Period for five years, Bond Amount, Interest@18% and Non-applicability of Rule 8 Transfers to GATE 2017 JTOs which has made the life of young JTOs/JAOs very miserable.
5. In 2018, in the name of CPSU, again the proclaimed SENA accepted E1 for JTO/JAO. The proclaimed SENA never tried to upgrade it to E2 in the draft policy and left it unsettled.From above, it is very clear that the Proclaimed Sena is solely responsible with all the miseries of BSNL Recruits with respect to Pay issue. They got degraded scales for BSNL recruits just for the petty benefits and appease their masters. They will do nothing only will blame AIGETOA.

AIGETOA has complete roadmap planned for the implementation of E2 Pay Scales for all JTOs/JAOs along with arrears.
Having gained sufficient legal advantage through court cases on this issue, We will be getting these issues resolved through discussions/organisational actions within six months of our election as representative association.

All the post 1.1.2007 JTOs/JAOs, either recruited or promoted in BSNL shall be hugely benefitted out of this achievement. AIGETOA has complete roadmap for getting the bond amount, interest and Bond Period reduced. AIGETOA has complete roadmap for ensuring the interim benefit of E1 plus five increments for all batches. AIGETOA has complete road map for resolution of the pay parity issue of 22820 as initial basic for those recruited in pre-revised E1A scales.

All BSNL Recruits are going to teach the proclaimed SENA a lesson for their misdeeds of 20 years and killing the pay of BSNL Recruits by voting them out and

by choosing All India Graduate Engineers & Telecom Officers Association as their representative by voting at Number 3.

GS AIGETOA once again took the matter of settlement of pay disparity issue of post 2007 JTOs/JAOs who were recruited in pre-revised scale of E1A by initial basic as Rs 22820/- and implementation of E2 scale for all JTOs/JAOs recruited/promoted post 01.01.2007 by adopting E2 scale in JTO and JAO RRs in BSNL:

GS AIGETOA once again taken up the cause of extreme plight of BSNL recruited executives of post 2007 JTOs/JAOs, who were recruited in pre-revised scales of E1A with regard to their pay disparity and huge losses in their monthly salary.JTOs/JAOs of post 2007 BSNL recruited in year 2007, 2008 & 2010, appointed and worked on pre revised scale of 9850-14600 (E1A) till implementation of 2nd PRC in BSNL and many of them continued to work in same scale even upto January 2012. After implementation of 2nd PRC retrospectively from 01.01.2007, initial basic of JTOs of post 2007 were fixed at Rs. 19020 in revised E1-Scale provisionally, as no corresponding scale was given by the DoT against E1A and E2A in the presidential order. As per the notification of their recruitment, justice could have been done only if they would have been placed in the grade with Rs. 22820 as initial basic to compensate their losses and keep them at par with other similarly placed entrants in the grade. A status of their loss with current pay vis-a-vis their pre-revised pay has been worked out to enumerate the pain of these executives.

The General Secretary also requested to adopt E2 scale for JTO/JAO in the respective Recruitment Rules as BSNL has already approved E2 scales for JTO/JAO. The need is to modify the RRs and extend the benefits of E2 Scale to all JTOs/JAOs who have been recruited/ promoted after 1.1.2007. This will ensure extension of standard pay scale of E2 to all JTOs/JAOs equivalent grade in BSNL to compensate their recurring loss from 1.1.2007 and upgrade the cadre before merger of MTNL, where scale of JTO/JAO are E2. Adopting E2 scale for JTOs/JAOs by modify the RRs will delink it from PO of DoT and pave the way for settlement of long pending issue of settlement of E2 scales within BSNL itself for all JTOs/JAOs recruited/promoted post 1.1.2007.

It’s a fact that many of the areas have become TNF due to physical damage of the UG cable due to expansion of the civic amenities in the cities and villages through
renewed construction of Road, Sewerage, Underground Power lines, Underground Gas pipeline, Nami Ganga Project etc. In this scenario our officers are facing severe hardship to carryout online works through the wireless data of service mobile connection due to various constraints.

BSNL itself is a service provider to the high speed FTTH internet connection, it will be very much required to provide one FTTH connection of suitable plan as Residential Service Telephone Connection in place of existing RSTC on copper cable to all the executives to cater their official need as well as personal experience of the service.

GS AIGETOA writes to the CMD BSNL for Pay fixation of Departmental outsider DR JTO-2007 appointed in year 2009 from TTA grade:

GS AIGETOA taken up the cause of Pay fixation case of Departmental outsider DR JTO-2007 appointed in year 2009 from TTA grade to considering their past service benefits for fixation of their pay in JTO grade. They applied through proper
channel and observed all formalities and got selected in the DR JTO 2007 exam but drawing less salary than the same batch TTA who got promoted to later batch
of JTO through LICE.
In the year 2009, Departmental TTAs appointed as JTOs through direct recruitment quota. They all applied to the JTO-2007 notification posts through proper channel as per FR 22 GIO (4) rulings. After appointment as JTOs past service benefits were extended to them which are in line with FR 22 GIO (4) rulings and this rule further says pay fixation should be done under FR-27 rulings, but past service benefits not fully extended for pay fixation purpose. This has caused loss in pay scale of these executives and hence these need to be protected.

It was AIGETOA which created and raised voice of BSNL Recruits against this discrimination. The proclaimed SENA is trying to divide BSNL recruits just for their benefits. Proclaimed SENA’s only Mantra is to Do Everything for their peers and do nothing for BSNL Recruits and finally blame it on AIGETOA.

If they are accepting that AIGETOA is so strong and they are very weak for issues of BSNL Recruits, then also they should simply accept their defeat and leave the issues for AIGETOA. We will resolve all our issues.

NE-I circle finally added to AIGETOA family. AIGETOA NE-I Circle body formed on 19th July 2020 in the presence of AIGETOA District team of Mizoram SSA and AIGETOA District team of Tripura SSA and members of Meghalaya SSA. District Conference of Satara SSA (Maharashtra) held on 22.07.2020 through online mode- Start of New Era:

In a historical district conference held at Satara SSA, Maharashtra Circle, the District body of AIGETOA Satara formed on 22.07.2020 unanimously. The All India President Shri Ravi Shil Verma and General Secretary Shri Wasi Ahmad also attended the meeting and address the premium gathering along with Circle President Shri Kamlesh Deo and Circle Secretary Shri Ashish Jain of Maharashtra Circle.
