The meeting of All Unions and Association of BSNL (AUAB) was held at New Delhi on 23.09.2021 and 25.09.2021. General Secretaries/Representatives of AIGETOA, BSNLEU, NFTE, SNEA, AIBSNLEA, SEWA BSNL, FNTO, BSNL MS, BSNL ATM, TEPU and BSNL OA, attended the meeting. The meeting reviewed the three day Dharna organised at Jantar Mantar, New Delhi and also discussed about the future course of action. The decision has been taken to organise a Twitter campaign on 06.10.2021 and a black flag/ black badge wearing demonstrations on 26.10.2021. The AUAB has issued the following circular carrying the decisions. The Circle and District Units are requested to implement the decisions taken in the meeting. AUAB has also issued a circular in this regard.
The AUAB meeting held at New Delhi on 23.09.2021 noted with satisfaction that the 3 days Dharna programme organized by the AUAB at Jantar Mantar, New Delhi from 21-23 September, 2021 has become highly successful. Large number of employees and Pensioners from Delhi as well as from nearby Circles of UP (West), Punjab, Haryana, Rajasthan, Uttarakhand and UP (East) have enthusiastically participated in the 3 days Dharna programme. AUAB meeting also noted with satisfaction that the 3 days Dharna programme has created a great amount of zeal and motivation among the BSNL employees and the Pensioners throughout the country. The AUAB meeting conveyed its special thanks to all the employees and Pensioners who have participated in the programme from Delhi, UP(West), Punjab, Haryana, Rajasthan, Uttarakhand and UP(East) and also puts on record it’s appreciation to all the Circle Union/Associations of the constituents of AUAB.
Further this meeting severely condemns the BSNL Management for issuing a very retrograde letter on 17.09.2021 to create a fear psychosis among the employees and to stop them from participating in this Dharna. By such letters, management is trying to snatch the DEMOCRATIC RIGHTS OF THE EMPLOYEES TO PROTEST, which we cannot be allowed.
The forum of All Unions and Association of BSNL assures that further struggles will be organized in the coming days, demanding settlement of the issues contained in the charter of demands as detailed below:
- Immediate launching of BSNLs 4G Service, by way of up-gradation of the BTSs and also steps for moving towards the launching of 5G service.
- Immediate settlement of the dues to BSNL, amounting Rs.39,000 Cr, by DoT.
- Immediate steps to off-set BSNLs debt, through the Monetization of lands.
- Disbursement of salary on the last date of every month.
- No selling out of BSNLs 13,567 mobile towers, in the name of National Monetization Pipeline.
- Complete review of the Cluster based Outsourcing System.
- Immediate settlement of 3rd Pay Revision, Pension Revision and Enhancement of Superannuation Benefits (SAB) up to 30%, for the BSNL Directly Recruited Employees.
- Speedy measures to improve the quality of BSNLs FTTH service.
- Prompt maintenance of BTSs, proper up-keep of the power plants, as well as availability of batteries.
- Strengthen the transmission networks by carrying out the speedy maintenance works. The leaders of the All Unions and Association of BSNL (AUAB) will hold a meeting with CMD BSNL today also.
All Unions and Associations of BSNL (AUAB) will be organizing a Three Day Dharna Program at Jantar Mantar, New Delhi, on 21st, 22nd & 23rd September, 2021 in support of their demands as stated in the notice. The Unions and Associations of BSNL are regularly taking up the issues of importance of BSNL and its employees through this joint platform. The Program is important to attract the attention of Government of India, Dept of Telecom and BSNL Management considering the fact that sustainability of BSNL is facing serious challenges due to non implementation of some important arms of BSNL Revival Program including non rollout of 4G services despite passage of more than one and half years.
Today, All Unions and Associations of BSNL hold a crucial meeting with Shri P K Purwar, CMD BSNL in presence of full BSNL Board. The General Secretaries and Representatives of AIGETOA, BSNLEU, NFTE, SNEA, AIBSNLEA, SEWA BSNL, BSNL MS, SNATTA, AITEEA, BSNL ATM, TEPU, BSNL OA and BEA participated in this meeting. AIGETOA was represented by the General Secretary. The Director (HR), Director (CFA), Director (CM), Director (EB), Director (Finance) and Senior Officers of the Corporate Office participated from the management side.
The leaders forcefully demanded prompt up gradation of the BTSs for immediate launch of BSNL’s 4G service. Immediate payment of salary of June month and regular salary on due date of every month was prominently raised. Improving the FTTH service, improving the maintenance of transmission, Cluster System, landline and broadband services, Battery and Power Plant etc. were raised. The Government’s plan for raising Rs 40,000 Cr by monetizing BSNL’s towers and optic fiber was severely opposed. Proposals of the Management for Man Power Restructuring of BSNL came under severe criticism. Regarding the Superannuation Benefits, it was firmly demanded that BSNL Management should immediately take steps to increase its contribution up to 30%. The BSNL Management’s policy of continuing to rely on the ITS officers to run the Company was severely criticized. Many other l related to the employees and the Company’s revival was also raised.
The AUAB leaders met the CMD BSNL at 11:00 am today and presented the memorandum. Director (HR) and Director (Finance) were also present. The AUAB leaders severely criticized the Management for not disbursing salary on the due date of every month. After prolonged discussion, the CMD BSNL agreed to release the funds for May salary today itself. The leaders insisted for disbursement of June Salary immediately and also disbursement of salary on the due date of every month hereafter.
Further, a meeting between the AUAB leaders and the CMD BSNL is again fixed to be held at 12:00 hrs on 02-07-2021, to discuss the issues related to the revival of BSNL.

In accordance to the decisions taken in the meeting held on 21.6.2021 by all major Unions and Association, AUAB Served Notice against delay in disbursal of the Salary. It is worth to note that even after our all efforts; the management has not disbursed the Salary of May, 2021 till date and delay is continuing since more than one and half year. Hence, it’s a high time to give a united protest on this account and so the program has been scheduled as follows.
• Holding of Lunch Hour Demonstration (LHD) on 25.6.2021 &
• Submission of Memorandum to CMD/CGMs/BA & SSA Heads
LHD will be hold through the country on 25.06.2021 to demand salary of May, 2021 and its regularization. The General Secretaries will present Memorandum to the CMD BSNL at New Delhi, Circle Secretaries at Circle Office and District Secretaries at BA and SSA HQs on 30th June.
Major associations and unions of BSNL attended online meeting of AUAB called for the discussion to address issues of Delay in Salary and BSNL Revival. AIGETOA and SEWA were also invited in the meeting with notified agenda. The Brief Note of Discussion as held yesterday has been issued under the signature of Convener and Chairman.
AIGETOA insisted for addition of SAB and E2-E3 in the Demand
Considering the urgency of the situation in view of abnormal delay in salary disbursement and serious derailment in the services and collection, for which AIGETOA has already spearhead movement, the association decided to attend the meeting but demanded addition of two new agenda points i.e. Superannuation Benefit Fund (SAB) and E2-E3 scale in addition to notified charter of Salary and 4G. Brief Note of the Meeting
Meeting held in a positive atmosphere and all participants raised concerns and agreed that the delay in Salary will not be tolerated. Serious concerns were raised on account of the delay in 4G rollout and complete failure of the management to maintain the services and improve collection. A serious resentment was observed on the failure of Cluster System, FTTH bottlenecks, Lack of basic resource in field, Massive surrendering of LL/BB, Slow progress in land monetization, huge o/s DoT towards various dues etc by all.
AIGETOA raised the shortage of defined contribution made towards Superannuation Benefit Fund (SAB) and non extension of E2 Scale to JAO/JTO and E3 scale to AO/SDE and demanded inclusion in the charter of demands. All participants jointly voiced support to include SAB but there were some concerns raised on E2-E3 which will be iron out subsequently.
● On the issues of non-disbursement of May, 2021 salary and also regular payment of salary on the due date, it was decided to organize lunch hour demonstrations throughout the country on 25.06.2021.
● The program of submitting memorandum to the CMD BSNL, all the CGMs, all the Heads of BAs and SSAs, is to be organized on 30.06.2021, demanding payment of salary in time.
Next Meeting of AUAB
After detailed discussions, it was decided to hold a physical meeting of the AUAB at New Delhi on 01.07.2021, wherein the charter of demands and program of action are to be finalized.
AIGETOA governing body has accepted the invitation of the Convenor, AUAB to join the meeting scheduled to be held on 21.06.2021 in the larger interest of employees and the organisation. As the agenda of the AUAB doesn’t include Superannuation Benefit Fund(SAB) and approval of Pay Scale E2 for JAO/JTO and E3 for SDe/AO, the AIGETOA has written to the Convenor, Chairman and all constituents of the AUAB to include these two demands in the charter of the AUAB for any future struggle. The association will be represented and participate in the today’s online meeting at 05:00 PM.
AIGETOA is in receipt of an invitation to attend meeting of the AUAB for the cause mentioned in the attached letter. The meeting will be held through online mode and scheduled on 21st June at 17:00 hours.
