29/05/08 We are getting continuous clarifications regarding the participation in the ongoing agitational program of Joint Forum, so in this regard it is being clarified that demand of 50% DA merger with basic is genuine and should be implemented in BSNL for the best interest of its employees but we equally advocate the need of implementation of CPSU Cadre Hierarchy, Corporate Culture, strong requirement of Disinvestment (IPO- which fix the responsibility, makes system efficient, generating periodical statements and other related benefits).

We also do not want to indulge in any Joint Forum/United forum as our experience with United Forum on the issue of MT was very bitter where we have formed United Forum with a soul motto of Stopping Outside MT Recruitment and the DoT based associations not only cheated us but also cheated the DoT recruited employees who were also not in the favour in any outside MT recruitment.

27/05/08 BSNL management is trying to dilute the case on EPF recovery by taking illegal undertaking from the employees. Any recovery with retrospective date from employee’s salary is totally illegal and gross violation of para-32 of EPF & MP Act 1952. BSNL has no power to recover even employee’s portion for the past period. Contribution for both employee and employer must be paid by BSNL itself for the past period. All the members are requested to not give any kind of undertaking regarding recovery of EPF.

26/05/08 In response to the letter given by GS, AIGETOA to CMD, BSNL on dated 19-05-08 regarding committee recommendations, Director-HRD invited AIGETOA for meeting today on 1600hrs, but GS could not able to attend the meeting and came back from the way as highway was blocked by GURJAR ACTIVISTS at Gurgaon and the meeting was postponed. However, GS clearly specify the stand of AIGETOA of "NO outside MT" to Director HRD on phone. Director-HRD also told that Stipend arrear will be issued soon.

23/05/08 Due to ineluctable reasons, the Emergency Executive Body Meet which to be held on 25th & 26th May 2008 has been postponed. The next date for the Executive body meet is to be announced very soon.

19/05/08 GS AIGETOA, Shri S.K. Saini writes to CMD BSNL for his kind intervention regarding illogical committee recommendations on MT and also warns to hold "Indefinite Dharna and Hunger strike" opposite BSNL corporate office, New Delhi very soon, if BSNL continue to ignore the career growth of qualified Engineers. It is well known to every Graduate Engineer that the committee formed for career growth of BSNL Executives has given the unilateral and illogical recommendations which are no where in the best interest of the organization and Qualified Executives of BSNL. GS AIGETOA has called an emergency Executive body meet irrespective of associations at Delhi corporate office on "25th and 26th May 2008" to get unite and to decide the future course of action to STOP the MT recruitment above then GE-JTOs. We will also follow up the issues, which had been raised in 15th April Dharna.

All the representatives of Graduate Engineers from each & every circle through out the country irrespective of associations are requested to attend this meet and motivate their members to get ready for final battle to save BSNL and respect of Engineers.

14/05/08 Dear Friends,Again we have been cheated by so called executive associations and ITS dominated BSNL management as they have their own vested, illogical and unconstitutional motives. They have cheated not only direct recruitee executives but also DOT qualified engineers by blocking their career. The principle aim for which UNITED FORUM was made to stop outside MT recruitment and to implement CPSU hierarchy but these people have agreed for outside MT inspite of having well qualified engineers already available in BSNL.

They have agreed for MT recruitment at JAG level with qualification (ME/M.Tech/MBA) without experience but ignored their own people having same qualification along with 6 to 15 year experience in BSNL itself. They have habit to work under ITS people and will work under MT forever. But we do not agree on this as we are the real MTs of BSNL and we will not allow any outside recruitment of MT at any cost. We will fight up to last drop of blood.

In this cut-throat competition where it is very difficult to survive and where our profit is declining continuously, these associations are very well ensuring to carry burden of their unqualified & unskilled staff and that too on STS/JAG post for which BSNL has to suffer on two counts first to pay unnecessary salary to them and second to give them posts for which they are incapable.

More then 200 companies are dreaming to earn profit by entering today in the telecom field but BSNL profit is declining continuously day by day despite of having all the infrastructure in legacy. Who is responsible? Definitely BSNL management who is playing irresponsible job, poor HR and manpower planning.

For the betterment of BSNL, management must ensure that our following demands are fulfilled at the earliest.

No outside recruitment for MT & to assure minimum qualification as B.E./B. Tech for STS post.

When we raise question to Director HRD in our meeting that how an below matriculate fellow can equated with engineers he said BSNL has given 3 months training and they have completed successfully it means As per Director HRD - Matriculate can be made engineer in 3 months DEPART.......MENTAL TRAINING i.e. according to him 3 months BSNL training =72 months (11th +12th + 4 year graduation) then why an qualified engineer can not be made manager by giving suitable training. click for disagreement letter

08/05/08 Shri. S.K. Saini (GS AIGETOA), Shri Ashish Verma (CWC AIGETOA), Shri Neelmani Yadav (CS UP West AIGETOA) & Shri Amit Roy met CMD, BSNL on 8^th May 2008.The various burning issues of DR-Graduate Engineers were like Separate Cadre to DR-Graduate Engineers, Seniority issues of DR-Graduate Engineers, no outside recruitment of MTs, EPF anomalies, Re-designation of Posts in BSNL were discussed. Regarding the seniority issues of DR-Graduate Engineers CMD, BSNL directed Dir (HRD) to examine issue and submit the report for the same at earliest. Regarding the EPF anomalies, the orders are to be issued in the forthcoming circle head meeting on 22^nd May 2008 fixing the deadline upto Sept 2008 to completely resolve the issues.

AIGETOA Clearly expressed its view not to recruit the MTs from outside. Regarding the inter-circle transfer, all the transfers cases of 2001/2002 will considered prior to new recruitment.

GS AIGETOA, Shri S K Saini called meeting of CHQ body and circle secretaries of both AIGETOA and NTEA on 05/05/2008 and 06/05/2008 at corporate office New Delhi to discuss the recently issued recommendations on MT issue and to follow up the Delhi Dharna which was held on 15/04/2008. Unfortunately NTEA body could not attend the meeting. The meeting was attended by Shri. S.K. Saini (GS AIGETOA), Shri. Ashish Verma (CWC AIGETOA), Shri Neelmani Yadav (CS UP West AIGETOA), Shri. 20/03/08 AIGETOA expresses its concern over the poor financial limits for reimbursement of the cost of GSM Mobile handset for the Executives at the level of JTO and equivalent. It is practically impossible to purchase a mobile at the cost of Rs 1500/- with all facilities like GPRS, Context limits, SMS limits, Web enabled services, Blue-tooth etc required for day-today working of an Telecom Executive. 20/03/08 The representatives of United Forum of BSNL Executives' Associations met Secretary, DOT and requested him to expedite the process of absorption of its Group 'A' officers in BSNL. Secretary, DOT informed that, he is already seized of the matter and will try his best to get cabinet approval as early as possible since the comments from the ministry of Law is awaited.

05/03/08 The meeting of Joint Committee of BSNL Management and the representatives of United Forum constituent Executives' Associations held on 4th & 5th March 08. 18/02/08 Dharna held by AIGETOA, U.P (West) against injustice with GEJTOs was grand success. About 95% of strength of GEs were present in Dharna. The "UNITY", "STRENGTH" & "FAITH in TRUTH" of GEJTOs forced the management to accept and consider all the issues of GEs. The CGMT assured to resolve all the issues within a period of 15 days. 17/02/08 AIGETOA UP (West) Fight for Justice: CS, U.P (West) Er. 04/02/08 The representatives of United Forum of BSNL Executives Associations were invited by DDG (Restg), BSNL to discuss the BSNL Executives' Transfer Policy. The suggestions of United Forum submitted vide letter No UF/CHQ/TFR Policy/2008 dated 21-01-2008 for review of BSNL Executives' Transfer policy was discussed point wise in details.

DDG (Restg) agreed to review most of the suggestions of United Forum regarding the transfer policy, and assured to put up to the BSNL Management for reconsideration at the earliest.

20/11/07 United Forum representatives met Director (HRD) BSNL and apprised him with the charter of demands. It was clearly told to Director (HRD) that unless MT RRs notified on 14th Sept.2007 are withdrawn no discussion can take place. Director (HRD) was non committal on this important issue. After detailed discussions Director (HRD) decided further discussions on 21-11-2007 at 16.30 Hrs. All the Circle/Branch Secretaries and office bearers are requested to ensure 100 % participation of our members in the MASS CL/EL programme on 23rd Nov,2007.

20/11/07 United Forum writes to the General Secretaries of BSNL Non-Executives Union & MTNL Executives Associations regarding solidarity and support to the struggle of BSNL Executives.

14/11/07 United Forum of BSNL Executives' Associations served notice for organizational action programme to observe "MASS CASUAL LEAVE / EARNED LEAVE" protest action on 23rd November,2007 throughout the country at all CGMs / GMs / TDMs/ Branches level in continuation to ongoing agitation, since BSNL Management has not initiated any tangible action so far to resolve the issues raised by us. 01/11/07- Appeal to all Executives of United Forum: The Passive attitude of BSNL Management continued and adopting the very same "DIVIDE AND RULE" policy and has not taken any steps to withdraw MT RR's issued unilaterally, all the members of UF of Executive associations are requested and appeal is made to participate actively amass in the agitational programme. All the Circle/Branch secretaries are requested to ensure complete success of agitational programme.

Brief of Meeting Outcome with Director HRD : United Forum representatives met Director (HRD) and lodged strong protest over the decision of BSNL Management in calling only two constituents of United Forum for discussions. The representatives informed Director (HRD) that they have decided to attend today's meeting in deference to kind invitation extended by Director (HRD). when the management initiated a discussion on the modalities of MT RR's, all the representatives staged a walk out, stating that unless the instructions of 13th Sept'2007 regarding MT RR's are withdrawn and formal invitation to all associated associations of United Forum, United Forum is not prepared to discuss anything prior to withdrawal of MT RR's.

United forum demonstrations are scheduled 2nd Nov 2007 and 14 Nov 2007, all the CP, CS and active members are requested to participate with full strength without any hesitation. Please restrict our agendas only to MT withdrawal, ITS absorption, CPSE culture in BSNL and Transfer Policy. However other issue related to individual association like service weightage, STS regularization could be discussed along with BSNL recruited employee’s issues like qualification weightage, Pension or higher pay scale to non pensioner, stipend arrear, EPF issue, conversion of EPF to CPF, equal length of service (4 years) for first time bound promotion for every employee.

The all CS,CP are requested to be in touch with their zonal secretaries and serve as information offices for their respective circles as well as zones.

25/09/07- AIGETOA, NTEA, SNEA (I) and AIBSNLEA formed United Forum of BSNL Executives' Associations so as to fight against Management Trainee Issue and for other interests of executives. A meeting of all General Secretaries held at BSNL Corporate Office, New Delhi today and decided to fight against BSNL management who want to induct Management Trainees so as to repeat history of DoT time and thereby blocking their career growth of qualified existing executives of BSNL. With the induction of Management Trainees, GEJTOs /DRJAOs will not be able to rise, also BSNL recruited Graduate Engineers/JAOs will loose their respect, diginity and will work in frustration throughout their career working under Management Trainees of same qualification and of much younger age. United Forum wrote a letter to CMD BSNL to immediately withdraw the MT RR issued on 13th Sep., 2007, otherwise strong agitational action will be taken after 15th Oct. 2007. for letter click here.

United Forum met Secretary Telecom, Sh. D. S. Mathur and ADST, Sh. R. Bandyopadhyay at Sanchar Bhawan, New Delhi and briefed the ill motives of BSNL management to recruit MTs from outside and not following the CPSU cadre hierarchy in BSNL. Both Secretary Telecom and Additional Secretary assured to look in to the matter.

Facts about Management Trainees Recruitment Rules and Hidden Agenda of BSNL management:-

1. Out of 100 % STS (DET/CAO) level posts only 50 % will be taken as MT (25% Internal Competitive Exam among Graduate Engineers of BSNL irrespective of cadre and 25% from external Competitive Exam as per annexure-A of page no. 8 of MTs RR) and rest 50% posts will be filled up by Seniority cum fitness. All members must read following points (para) of MTs RR carefully and see the ill motives of BSNL Management.

Point 3- Appointing Authority of MTs will be CMD BSNL-means only MT post will be of All India Cadre & of Direct Recruitment and thus our cadre will be Circle level and we can never be able to reach up to top post of BSNL. We are the only MTs in BSNL as we have been recruited by same process & same qualification as that executives of other CPSUs.

Point 5- Number of Posts- Management trainees will be recruited against 50% of STS level posts and rest 50% STS posts will be filled up by departmental candidates without any age & qualification bar.

Point 7- Ratio of Internal vs. External Candidates is shown 50% each which is effectively 25% each as against 100% posts of STS level because 50% will be filled up from seniority cum fitness.

Point 9.1- Where similar recruitment process i.e. Written Exam + GD + interview will be followed for internal as well as external candidates. This is only for 50% Competitive quota not for 50 % quota that is for seniority cum fitness.

Point 9.3- Where unfilled internal quota post will be transferred to external quota in subsequent recruitment. This is very harmful where it is the hidden agenda of the management so that it can recruit more people from outside. It is the fact clear from the history of BSNL or erstwhile DOT, it never happened where full candidates were available for qualifying or clear the competitive exam whether it is Competitive test from TTA to JTO or JTO to SDE. So who can assure that full 25% will be filled up by internal quota. Why this type of practice not followed for JTO/TTA cadre where internal quota post never transferred to external quota rather BSNL transferred 500 JTOs vacancies of outside quota to internal quota.

Point 12- Where one promotion is assured to MT i.e. from Deputy Manager to Manager in 2 years. Why BSNL management not assured a single promotion to Direct Recruits Graduate Engineers/JAOs. Also career progression will depend upon Gr-A absorption and all MTs will be junior to all absorbed ITS officers though MTs will be more qualified as compared to ITS. Is that not the malafied intention of ITS Controlled BSNL management.

Point 13.2- It is very clear from the chart of Inter-se-seniority of all where Management Trainee (Internal) will be having 25% of quota out of 100% (means 1 out of 4).

Schedule of MTs- It indicates that initially only 300 vacancies will be filled up and it is not guaranteed whether Limited Internal Competitive Exam will be carried out every year. Normal practice of BSNL to conduct the exam is minimum 7-10 years as history shows which also consists of various court cases, illegal practices in exam etc. Schedule also indicates 36 years as age limit for competitive quota only with 3 attempts. Column 12 of schedule says that All Employees of BSNL are eligible who fulfill the required qualification & service conditions as mentioned in annexure-A.

Annexure-A- It shows that only Graduate Engineers of Telecommunications/Electronics/Computer/IT + MBA or M.Tech or with 4 years of regular experience in BSNL at any level is eligible to sit in the LICE. Other branches like Electrical, Instrumentation, Radio Engineering are not made eligible so as to implement Divide & Rule policy of British people in BSNL.

Assuming there are about 15000 internal candidates including the GEJTO, DOT GEJTO, TTA Engineers/CA/ICWA/MBA (Finance). Only 150 Vacancies for internal candidates, it means 1 out of 100 will make it to the MT, rest will end up as JTOs/JAOs only throughout their career. Kindly read MTs RR and understand them properly and guide all others to think for long term not short term. We are the Direct Recruits -we deserve to be at the Top.

Fight together to stop out side recruitments at the level of STS and creating new cadre.

12/09/07- Hon'ble court at Delhi has given the stay on promotions of non absorbees ITS officers in MTNL. Now the ITS officers who have not opted absorption in MTNL will not get promotion. AIGETOA demands the same in BSNL.

10/09/07-As per discussion of CS Er. S. K. Gupta with CGMT-MP Shri R.K.P Hinduja, agreed with full assurance to resolve all the issues on Monday. So, the "MASS PROTEST" has been deferred till next week of this month on request of CGMT, MP.

06/09/07- Graduate Engineers of BSNL got very warm response from Pay Revision Committee for CPSEs. Committee impressed upon and requested all Executive Associations of BSNL to submit common proposal, if possible. We demanded parity in pay scales & allowances with other schedule-A CPSEs. Sh. N. 18/06/07- Day long Dharna organized by AIGETOA was a grand success and attended by almost 500 GEJTOs through out the country. All GEJTOs paid homage and appealed the spirit of father of nation Mahatma Gandhi and former prime minister of India, Late Sh. Rajiv Gandhi. All GEJTOs also campaigned in favour of Taj Mahal to be included in seven wonders of the world.

16/06/07-3P.M Discussion held with BSNL management , meeting held in positive atmosphere but no assurance was given. Hence it is finally decided for the interest of graduate Engineers to hold Day Long Dharna opposite Rajghat, New Delhi on 18-June,2007(Monday 9 AM to 9 PM). All members are requested to participate and motivate other member to join Dharna in the best interest of GEJTOs and BSNL.

16/06/07-In response of notice served for day long Dharna at Rajghat, BSNL management invited AIGETOA for discussions, On 15/06/07 meeting held with BSNL management. Meeting lasted for more than 3.5 hour and will continue today(16/06/07). Some positive assurance has been given by management. Final decision about Dharna will be taken after today's discussion. 05/06/07- We came to know from Authority at Rajghat , New Delhi that Dharna/Agitation is always done opp. Rajghat at Samta Sathal, therefore we have decided to hold day long Dharna just adjacent to Rajghat at VEER BHOOMI- Samadhi Sathal of Late Sh. Rajiv Gandhi , who made a valuable contribution in modernizing Indian administration with computerization and other technological advancements specially CDOT in telecommunications. He had the vision and foresight to see that information technology will play a key role in the 21 century and worked actively to develop India's capacity in this realm. He is credited with promoting the introduction of computers in India. He increased government support for science and technology and associated industries, and reduced import quotas, taxes and tariffs on technology-based industries, especially computers, airlines, defence and telecommunications. We have to live up to the dreams of Late Sh. Rajiv Gandhi, if not even President Kalam’s "vision 2020" will simply remain unrealized.

This is first of its kind of Dharna organized by AIGETOA, so it is requested to participate largely and make it successful.

With great pain and disappointment concerning the pathetic situation of Graduate Engineers in BSNL, we are cornered and compelled to go for Day Long Peaceful Dharna at Rajghat, New Delhi on 18^th June 2007. 31/05/07- GS Sh. S. K. Saini met Sh. Kuldeep Goyal, Director (Plg. & NS) at Statesman House, New Delhi and congratulated him for his new responsibilities in BSNL and assured him full co-operation from GEJTOs in the development of BSNL. 10/05/07- Delhi High Court asked Union of India and BSNL that why GEJTOs should not be treated in parity with ADETs in response to new petition filed by AIGETOA, however no stay has been granted for stopping LDCE examination pointing that if GEJTOs are demanding equality with ADETs then there is no use to stop LDCE examination.

05/05/07- UP (East) AIGETOA is organizing 2nd Circle Telecom Conference at Metro Club, Vikas Nagar, Lucknow on 12th May 2007. All members of AIGETOA UP (East) are requested to attend the function to make it grand success.

04/05/07- The file for Stipend Arrear of GEJTOs has been moved with positive remarks. BSNL earlier issued orders for revised stipend from 01-01-2005. We are demanding it for 2001 & 2002 batch also.

26/04/07- GS Sh. S.K.Saini met Ms. Arundati Panda-DDG(EF & TAX) regarding stipend arrear of GEJTOs of Batches 2001 & 2002. Ms. Panda immediately given guideline to ADG(EF) for analyzing the case and told that the concerned file is with establishment section and hence she marked the letter to Sr.DDG(Estt.) for further necessary action. 28/03/07- Sh. S.K.Saini-GS, Sh. Rajendra Singh-VP from Himachal Pradesh, Sh. Akhilesh Choudhary-AGS, Sh. Ashish Verma-CWC Member Haryana attended Co-ordination Committee Meet of CPSUs at Delhi. Mainly issues of 50% DA merger with Basic Salary and Income Tax on executives availing Govt. Quarters were discussed. Final decision will be taken very soon.

22/03/07- 1. GS Sh. S. K. Saini along with Sh. Neelmani Yadav, VP & Sh. Pankaj Kr. Singh from Lucknow met Sh. Niranjan Singh, Director (HRD) and requested to stop LDCE of SDE because seniority issue of GEJTOs is still pending. Director (HRD) asked us to meet Sr. DDG (Estt.), who looks after the seniority issue of JTO Cadre. Sr. DDG (Estt.) told that seniority has been given as per rules & regulations. AIGETOA strongly demanded for separate gradation list for GEJTOs. AIGETOA strongly opposing the LDCE and looking options to stop it. For left out cases of SC/ST in the DPC, Director-HRD assured immediate action. 2. GS along with others met DDG (CA) for EPF & Stipend issue for that DDG (CA) replied that necessary instructions has been issued to field units for EPF issue and clarifications are always entertained from circles. For stipend issue, DDG (CA) informed that this matter is under control of Jt.DDG(EF) Mrs. Panda. Further it was found that Mrs. Panda was not available in the office, so the matter would be taken very soon. 3. Sh. S.K.Saini & Sh. Neelmani Yadav met Sh. Rakesh Pandey- Convenor Coordination Committee of CPSUs and discussed the pay scale & other issue of GEJTOs in view of the 6th pay commission. Sh. Pandey assured full support and invited for the next meeting of Coordination Committee of CPSUs to be held in Delhi on 28th March, 2007.

Misra motivated the gathering in the interest of BSNL & AIGETOA. He assured some preferential treatment to qualified engineers without hurting the interests of other sections. 4:00 PM- Open Session of All India Telecom Conference on topic " Total Customer Satisfaction & Emerging Competition in Telecom " was inaugurated by Sh. A.K.Sinha-CMD BSNL. Sh. Niranjan Singh-Director (HRD), Sh. S.D.Saxena-Director(Finance), Sh. R.P.Hans-CGM MP Telecom Circle, Sh. N.K.Srivastava-CGM BRBRAITT Jabalpur were the Guest Of Honour. Sh. S.K.Saini-General Secretary AIGETOA presided over the Open Session. Sh. Mahesh Shukla-GMTD Bhopal was also present in the function as Special Guest. Sh. R.L.Dube-Director (Planning & NS) & Sh. J.R.Gupta-Director (Operation) also conveyed their best wishes to AIGETOA & its members at Bhopal. BSNL management appreciated the move of AIGETOA for organizing the conference and addressed that GEJTOs are highly qualified executives and future of BSNL is in their hands. Management assured performance based incentive for its executives in future. Sh. Saini appealed all GEJTOs to work wholeheartedly for the betterment of BSNL & AIGETOA and demanded better payscales, perks & promotions avenues to GEJTOs so as to restore the respectful position to engineers in the organization. Regarding issues related to GEJTOs, it was unanimously decided to restrict the outside recruitment of MTs, to oppose LDCE of SDE, demanded home circle transfers & All India Cadre. It was also decided to demand the arrear of the difference in Trainees stipend with IDA and CDA scales to all GEJTOs. This historical AGM & AIC created a new hope to GEJTOs for fulfilling their career aspirations.

04/02/07- Sh. Prashant Jain-Circle President West Bengal AIGETOA along with Subhasish Paul-Vice President and Ashok Kumar Acharya-Organising secretary met CMD, board of directors and all CGMT of Eastern region at Telephone Bhawan in Kolkata and welcomed all on behalf of AIGETOA. CMD appreciated the work of GEJTOs in BSNL. Sh. Jain given the representation for association issues & invited BSNL management for upcoming AGM. 02/02/2007-GS Sh. S. K. Saini and CS NE-II Sh. Mahesh Kumar met CMD BSNL Sh. A. K. Sinha at Statesman House, New Delhi and invited CMD for the upcoming Annual General Body Meet of AIGETOA to be held at Bhopal on 24-25th Feb.,2007. CMD assured the full participation from Top level management of BSNL in the AGM. In reply of Home Circle Transfer issue, CMD informed that Special Recruitment Drive for Tenure Circles are in progress to solve the issue.

31/01/2007- Sh. S. K. Gupta, CS MP & Sh. S. K. Pathak, CP MP met Sh. D. S. Mathur, Hon'ble Secretary Telecom at Bhopal, presented the Bouquet and discussed the issue of promotion policy. Secretary Telecom asked to give representation so that it can be reviewed. AIGETOA also invited Secretary for upcoming AGM to be held at Bhopal. 22/01/07-Gujarat AIGETOA Members led by Sh. Ramanand Paswan (Member CWC AIGETOA) met CMD BSNL Sh. A.K.Sinha & Director (HRD) Sh. Niranjan Singh on 20-01-2007 at Ahmedabad. Various issues like promotion policy, intercircle transfer etc. were discussed. Meeting was held in very cordial atmosphere. Sh. Paswan also invited Sh.A.K.Sinha & Sh. AIGETOA strongly opposes this promotion policy as it is not at all comparable to the promotion policies of Central Public Sector Undertakings (CPSUs). 18/12/06- GS Sh. S. K. Saini & AGS Sh. Akhilesh Choudhary met Sh. A. K. Sinha, CMD BSNL at Corporate office, New Delhi to invite him for the All India Conference of AIGETOA to be held at Hyderabad. CMD agreed to inaugurate the conference in the month of Jan- 2007 but told that due to agitational programme of one of BSNL Executives association from 22^nd Dec 2006 and during the agitational programme the leave sanctioned to All staff of BSNL will stand cancelled and hence final date can not be confirmed at this juncture. But he assured positively after the issue is settled. Therefore the meeting will be conducted after some time. For other issues CMD told as follows:- Seniority issue- He asked to give representation again on this issue and assured best for it. Home Circle Transfer Issue- CMD told that there is so much pressure on this issue especially from new recruits undergoing training. Upon consistent efforts he assured to do the needful for those candidates who have completed at least 3 years in a circle. Mobile Call Limit- Various inputs have been received and under compilation and necessary orders may be issued soon.

23-11-06:-General Secretary Sh. S. K. Saini had discussion with BSNL management on various burning issues.1.Home Circle Transfers- 1485 New GEJTOs are undergoing training in different RTTCs as on 20/11/06 and transfer orders will be started probably from 1^st week of December, 2006. Circle Secretaries are requested to be in touch with GS. 2.Direct Reporting to DETs- After persuasion by AIGETOA, BSNL is issuing the orders very soon in which GEJTOs will directly report to DETs thereby giving them opportunities to work more independently& efficiently.3.GSM Mobile Call Limit- Upon consistent efforts made by AIGETOA, management agrees to review the GSM Mobile Plan for its executives. AIGETOA strongly demanded flexibility in call limits and demanded STD, Roaming & GPRS facilities for GEJTOs as they have direct interface with man, machines & customers. Orders will be issued very shortly.4.Seniority Issue of GEJTOs- GS writes to CMD BSNL for this vital issue related with GEJTOs. Management is applying old rules to GEJTOs. Members are requested to be ready for alternate ways on this issue. Officiating/Adhoc arrangement of SDEs will be abolished in BSNL very soon. AIGETOA earlier demanded to abolish officiating/Adhoc arrangement of SDEs.

15/11/2006:- GS writes to CMD regarding extension of Executive Cadre facility to DRGEJTOs/DRJAOs.

27/10/06:- Gen Sec writes to CMD against recruitment of MTs thereby drawing his kind attention towards migration of DRGEJTOs and DRJAOs from BSNL to Private operators due to lack of promotional avenues for them in BSNL.

12/10/06:-:Congratulations DRGEJTOs. The consistent pursuance of AIGETOA forced BSNL Management to revise its earlier order for EPF Arrear Settlement (Employees share of EPF Arrear which has been paid by BSNL, shall be recovered from employees Pay & Allowances @ 18% of Gross Salary or Rs. 3,000 whichever is lower) EPF .

25/09/2006- Sh. S. K. Saini-GS & Sh. Akhilesh Chaudhary-AGS met Sh. D. S. Mathur-Secretary Telecom & Chairman Telecom Commission at Sanchar Bhawan, New Delhi and discussed the Promotion Policy. Secretary Telecom told that promotion policy is with him and asked AIGETOA to give updated representation with in two days and assured to look in to the interests of Qualified Engineers before finalizing the promotion policy.

Then GS & AGS met Sh. Y. S. Bhave-Special Secretary DoT and have detailed discussion on the proposed promotion policy. Sh. Bhave impressed upon the facts given by AIGETOA and told that committee has given due weightage to the qualified direct recruits.

Congratulations to all-GS and AGS met Sh. S.D. Saxena-Director (Finance) and requested to increase the no. of installments for EPF arrear of GEJTOs. Director (Finance) immediately agreed and directed DDG (CA) to increase the installments from existing 6 to 12. Official orders is expected very soon. Also, Director (Finance) strongly favored to give foreign training to GEJTOs. Director (finance) told that the future of BSNL lies on young direct recruits and appealed all to keep faith in management.

GS and AGS met Sh. R. L. Dube-Director (plg.) and discussed the issue of GSM Mobile Connection/Broadband/STD facility and foreign training to GEJTOs. Sh. Dube assured to enhance call limits after getting the proposed orders and supported the foreign training to GEJTOs.

Argument between BSNL’s Lawyer and AIGETOA’s lawyer could not proceed because Lawyer of (five JTO absorbed from DOT[SNEA]) demanded time for submitting a rejoinder from their side. Court agreed to give them one week time and court scheduled next hearing on 18th September 2006”.

02/08/06- Congratulations GEJTOs !! As per our discussions with Sh.S.D.Saxena,Director(Finance) dated 19/06/2006 and on his subsequent assurance, the EPF problem of Direct recruitees has been solved. The BSNL management has decided to pay the arrears of employees's share of contribution in advance on interest free basis in a single installment to the EPF authorities. Sinha-CMD BSNL and discussed the issues related to Promotional policies, MT, Inter Circle Transfers etc. AIGETOA strongly opposed the MT recruitment and demanded fast track promotions to All well qualified executives of BSNL. 19/06/06- AIGETOA office bearers met Sh. S. D. Saxena-Director (Finance) at Statesman House, New Delhi and discussed the following issues. 17/05/06- World Telecom Day was celebrated by BSNL at Kamani Auditorium, New Delhi. Awards were distributed to the Awardees for best performances by Dr. Shakeel Ahmad, Hon'ble MoS for Communication & IT. Sh. J. S. Sarma, Secretary DoT and Sh. A. K. Sinha, CMD-BSNL along with other dignitaries were also present in the function. Sh. Praveen Yaligar, GEJTO from Bangalore was also awarded ATI VISHIST SANCHAR SEWA PADAK by the Hon'ble Minister. AIGETOA congratulate him for his achievement. Sh. S. K. Saini, GS-AIGETOA, Sh. Omendra Govind, Circle President-ALTTC and Sh. Manish Kumar, CS-ALTTC also attended the function.

12/05/06- S. K. Saini -GS and Sh. Neelmani Yadav, CS- UP(West) attended the meeting called by Director-HRD. Sh. S. C. Mishra-Sr.DDG (Estt.), Sh. A. K. Purwar-Sr.DDG (Pers.) and Sh. D. Manna- DDG (SR) were also present in the meeting. Meeting lasted for around two hours and AIGETOA strongly demanded the early settlement of issues related to Graduate Engineers. 09/05/06- The first Zonal meeting of Northern wing of AIGETOA was held at Chandigarh on Sunday, 07-May-2006 at the instance of Jt.Secy (North), Sh. Santosh Gowda to push the activities, development of the North zone onto the fast track. The meeting was held in a cordial atmosphere and all the reps. interacted actively and made the meeting successful. Representatives of HP, Punjab, Haryana and New Delhi attended the meet. 04/05/06-AIGETOA held discussion with the management regarding home circle transfer & EPF issue. For home circle transfer management agreed to solve this issuer of mass concern as when result of new recruitment of GE-JTOs will come, which is going to be declared soon. Regarding EPF issue management agreed to solve the pending problems of EPF like interest, non standarized deduction & will consider the pending amount in installment. In this regard all circles are requested to mail their EPF problems & list of GE-JTOs willing inter circle transfer to organizing secretary Sh. Vikas Garg.

22/04/06- S. K. Saini-General Secretary & Gaurav Singh Aulakh-Circle Secretary (Punjab) today had thorough discussion on promotion policy with Sh. Y. S. Bhave (Addl. Secretary- DoT & Chairman Promotion Committee) at Sanchar Bhawan, New Delhi. Sh. Bhave told that two issues are of major concern for the promotion committee 1. qualifying marks of CR for time bound promotion 2. and at what level the recruitment of MTs should be done. AIGETOA strongly opposed the recruitment of MTs, however if MTs are at all required then recruitment can be done for specialized fields like HR, Marketing, Legal etc at the level of GE-JTOs. Also AIGETOA suggested the implementation of performance appraisal instead of CR marks for time bound promotions. Association strongly argued to give the weightage for qualification & to follow the PSUs norms for promotions. AIGETOA also submitted a letter to Addl. Secretary-DoT. For letter click here

18/03/06-All India meeting of the association will be held at Ahmedabad (Gujarat) on 9th & 10th April,2006. Meeting will be attended by all CHQ office bearers, Circle Presidents and Circle Secretaries. All CHQ office Bearers, Circle Presidents and Circle Secretaries are requested to make their reservations accordingly. The circles, where bodies are not formed, are requested to form their circle bodies as soon as possible and participate in the meeting. 17/03/06- GS writes reminder letter to the Director (HRD) regarding the Home Circle Transfer issue of many GE-JTOs. Earlier letter was written 0n 16/02/06. Association demanded early solution of the mass problem.

22/02/06 - Congratulation to all members, Hon'ble MOS for Communication & IT, Dr. Shakeel Ahmed, assured to look in to the issues of AIGETOA. The office bearers of AIGETOA discussed the following issues- Functional Time Bound Promotion Policy, Separate Cadre, High Pay Scale & perks, Home Circle Transfer issue of GE-JTOs. Hon'ble MOS, PS to MOS- Sh. H.S. Meena (I.A.S.), Sh. S.C. Mishra - Sr. DDG(Est.), Sh. S.K. Saini (GS), Sh. Chattar Singh (VP) , Sh. K.J. Kishor Kr.(JS-South), Mr. Fazal Ahmed (CWC member from AP) were present in the meeting.

ü16/02/06- G.S Sh.S.K.Saini met Sh. J.S.Sharma-Sec. DOT & Chairman Telecom commission & presented the view of AIGETOA regarding promotion policy & future prospects of GE-JTOs in BSNL. 12/01/06-GS Sh. S.K.Saini, Sh. H.R Dudi (Joint Sec.-West), Sh. Santosh Gowda (Joint Sec.-North) met Sh. Y.S.Bhave - Add. Secretary DOT & Chairman of Promotion Committee on 12-1-2006 at Sanchar Bhavan , New Delhi. AIGETOA emphasized on separate time bound functional promotion policy for Gr. Engineers & opposed the recruitment of MTs. The meeting was held in cordial atmosphere & Sh. Bhave assured of looking in to the demands of AIGETOA. For letter click here

The CHQ office bearers of AIGETOA met the Director (HRD) on 29/12/2005 at Corporate Office, New Delhi. The following were present. Sh. Niranjan Singh- Director (HRD), Sh. S. C. Mishra- Sr. DDG(Estt.), Sh. R. K. Hinduja- Sr. DDG(Pers.), Sh. S. K. Saini- GS(AIGETOA), Sh. Pervender Kumar- Joint Secretary(Central) and Sh. Hukma Ram Dudi- Joint Secretary(West). The interaction with the management was very pleasant and satisfactory. Around one hour, issues related to the association agenda and for the betterment of BSNL were discussed. The management assured full cooperation to the AIGETOA.

After that the AIGETOA office bearers met the Sr. DDG(Estt.), Sh. S. C. Mishra & discussed the various issues, mainly regarding the promotion policy. Sh. S. K. Saini- GS, Sh. Our motive is to provide best quality of telecom services at the cheapest rate to the general public of India. All this requires the services to be provided by the world class state of art technologies to the delighted customers. We have to concentrate on the high remunerative telecom areas so that a good profit can be earned and that profit can be utilized for serving the social responsibility of providing telecommunication facilities in remote, hilly and tribal areas of the country. Also the profit earned can be utilized in the development of nation’s economy as well as for Organization welfare. The technological changes have been rendering present skills and experience obsolete. Newer technologies require a qualitative superior but smaller size of human resources. With the induction of higher technology the urgency is for the staff in service to be highly qualified for handling such equipments. We Graduate Engineer Telecom Officers have greater responsibilities to take the BSNL/ MTNL to new heights of success with consistent and honest hard working. Our future is totally linked with the BSNL/ MTNL, our career has only started now and a long way of journey is to be covered. To meet the above objectives and our own career prospects we have to come on the single platform and under one roof i.e. All India Graduate Engineer Telecom Officers Association.
